If regional centers, consider sponsorship and timing,
you will need to have a regional center in place before
investors can file their Form I-526 petitions. Ultimately,
it’s up to the investor of course, but the issue is clearly
more than higher ROI. More control equals more risk,
but of course, may also lead to higher returns. It’s an
age-old adage that applies in EB-5 as well.
AARON GOFORTH
Aaron Goforth is the principal of Baker Tilly
Capital and one of the leaders of the firm's
EB-5 practice. He is recognized for preparing
economic analyses and business plans
for regional centers working with the EB-5
program. To date, he has supervised the successful completion
of more than 650 EB-5 related economic analyses, over 700
business plans and the development of over 200 regional centers.

OSVALDO TORRES
Osvaldo Torres is the principal at Torres
Law P.A., focusing on complex corporate
t ra n s a c t i o n s , i n c l u d i n g s e c u r i t i e s
offerings and mergers and acquisitions.
For the past six years, he has been
immersed in EB-5 work, successfully representing regional
centers and projects with corporate structuring and securities
offerings matters. Torres has worked on EB-5 offerings,
including those involving hotel development, residential
construction, senior independent living complexes, healthcare
and medical device companies. He serves on IIUSA’s
President’s Advisory Council and Compliance, Public Policy
and Editorial Committees.
PHUONG LE
Phuong Le is a member of David Hirson
& Partners LLP’s dedicated EB-5 practice
group. He has an extensive background
assisting parties on all sides of EB-5 deals
including regional centers, developers,
agents and investors. He has successfully advised businesses
across the U.S. on over $1.5 billion in EB-5 projects, including
mixed-use developments, hotels and franchises. He also
oversees the firm’s Vietnamese practice group and regularly
travels to Vietnam to work alongside the firm’s partners.
