In the penultimate stanza of his poem, To a Mouse, Scottish poet Robert Burns lamented that even
the best-laid schemes of mice and men often go awry. The sentiment expressed in the poem is
particularly appropriate in the EB-5 context, where even the most well-contemplated and wellintentioned business plans can (and often do) change.
