To achieve a plug seal , underwater concrete was required to be poured in a continuous process without interruption . 16,852 m 3 of concrete was supplied at the South Tower ( the largest continuous offshore supplied underwater concrete pour in the world ), continuously supplied with an average rate of 60 m 3 / hr , to the deposition point over 2 miles away from the loading station at the quay wall .
After pouring the underwater concrete plug the caisson was dewatered and the top of plug cleaned and inspected . Once blinded , the reinforced concrete foundation could be constructed .
