This law establishes and regulates eHealth as the appropriate , modern means of offering health services as well as secure storage and circulation , graded accessibility and processing of Health information by all involved . A basic principle is that the citizen has ownership and ownership of his health data . The National eHealth Authority is the institutional body that , in collaboration with the Ministry of Health , will have a regulatory and supervisory role for all eHealth issues at national , European and cross-border level .
MISSION and TARGETS
The mission of NeHA is to create a Single eHealth Records Bank ( SeHRB ) that will store all citizens ' health data , i . e . the electronic file that will be available to authorized health professionals ( providers ) and citizens .
The NeHA will check and obtain data from the providers which will have secured and available to the beneficiaries ( dispensaries , clinics and hospitals ) and will issue binding instructions for the security and operation of the IT systems providers . It will also carry out technical checks , in order to verify that their operation complies with the provisions of the eHealth Law , the Regulations issued pursuant thereto , internal regulations and directives .
Based on the relevant legislation , NeHA is responsible for defining the standards and operating specifications , the operating framework , financing and establishment of a Single National Electronic Health Data Bank ( SeHRB ). Essentially , the Bank will collect all Health data from all providers and store them securely based on European standards and codes . In this way , it will preserve and ensure equal access , the continuity of citizens ' care , it will reduce costs because all data will be available and mistakes and repetitions will be avoided .
The primary objective of NeHA , following a philosophy that puts the citizen ( patient ) at the center , is to create the SeHRB in which all citizens ' health data will be stored in a file for each citizen . A citizen is defined as a person who is registered in the NeHA register , a Cypriot or other European citizen , a foreigner who lives or is temporarily in Cyprus . As shown in the figure above , the file or folder of the citizen , if it does not exist , will be created at the birth of the citizen with initial data from his fetal life that will be inherited from the electronic file of the mother . The file of the citizen will be kept alive in the SeHRB and will be closed with the medical data related to one ’ s death .
