INSTITUTIONAL SPEAKER
Dr . Christos Ν . Schizas President National e-Health Authority of Cyprus
Mission of the National eHealth Authority and the roadmap for the implementation of its work at the local and European level
Electronic Health ( eHealth ) is a concept that stems from a new way of managing health and illness with the main concern being the service to the citizen , the health service provider and the state . Technology creates a citizen-centered coexistence environment . The core activities mainly concern the exchange of information and health data between providers and the cooperation and communication between patients and health service providers . The aim is to better prevent , diagnose , treat , monitor and manage the citizen ' s health and lifestyle in a health data ecosystem based on an integrated electronic health record for each citizen with data starting to be collected from their fetal life .
The health services to the citizens of a modern European country must be of quality , efficient and within the budget , provide universal access , have the patient as the center and not just manage the disease but also above all promote health . The General Health System ( GESY ) must serve these principles . These services within the framework of the GESY are also contractually addressed to every European citizen who travels through the territory of the Republic based on the European directive on cross-border healthcare .
An important milestone set by the State for the above is the eHealth Law , which establishes and regulates Electronic Health as the appropriate , modern means of offering health services as well as secure storage , circulation , graded access and processing of health data by all those involved . A basic principle is that the citizen has the property and ownership of the data concerning his health .
