It has come to Dib-Unites attention that currently there is a Private Members Bill going through Parliament.
Known as the 'Graduated Driving Licence Bill 2013'

It had its first reading on 19/06/13 and the second reading 25/10/13.

Quote from the bill;
"Newly-qualified drivers’ licences
(1)The Road Traffic Act 1988 is amended as follows.
(2)After section 89(2A) (tests of competence to drive) insert—
“(2AA)No person submitting himself for a test of competence to drive a motor vehicle shall be permitted to book an appointment for the test unless he submits a certificate of completion by him of an approved training course, signed by an Approved Driving Instructor, with his application for the test.”"
