DSA carrying out B+E training at Cardington
At the meeting of the Joint ADI Associations on 26th October 2012 a comment was made by John Lepine MBE (General Manager of the Motor Schools Association GB), that he had heard that the Driving Standards Agency (DSA) were carrying out trailer training and testing at their Headquarters for Training and Development, Cardington, Bedfordshire.
At the afternoon meeting with the DSA, John Lepine asked Rosemary Thew CEO of the DSA if this was correct. Very sheepishly, she confirmed that the DSA were doing a one off for a sister agency namely the Highways Agency.
The Registrar, Mark Magee was very quick to add that you don’t have to be an ADI to instruct on this category of vehicle (B+E). Some would argue with this, as when a previous Registrar was asked to confirm his understanding on this subject Charles Morton’s reply was;

Thank you for your e-mail to the Registrar I have been asked to reply on his behalf.
Section 123 of the Road Traffic Act renders it a criminal offence to provide driving instruction for money or monies worth unless the driving instructor is registered or licensed to give instruction in accordance with Section 123 (1). Section 123 applies to all paid instruction regardless of whether the person receiving instruction possesses a full licence or not.
For my part I have also defined instruction as the process or act of imparting knowledge.
