Operated by the San Francisco Office of Civic Engagement and Immigrant Affairs (" OCEIA "), DreamSF places fellows in immigrant-serving community-based organizations that provide supervision and professional development , and also facilitates monthly scholarship stipends .

Fellows are immersed in community-based skill building and learning for 16 hours a week at their host organizations , which provide services for the immigrant community ranging from immigration legal services , case management , education , outreach and advocacy . In addition , fellows participate in weekly half-day enrichment seminars designed by the program coordinator and tailored to the needs of fellows and the larger cohort .
