Documentation: The Rater shall obtain electronic copies of all CF-1R and / or all PERF-1 reports, and the ECON-1 and ECON-2 reports. The Rater must provide Build It Green with electronic copies of the CF-1R and / or PERF-1 forms with the new project application.

TITLE 24 PREPARED AND SIGNED BY A CABEC CERTIFIED ENERGY ANALYST
CRITERIA FOR QUALIFICATION
One point of credit will be awarded if the CEC calculations are prepared and signed by a Certified Energy Analyst( CEA).
In the event that the new CEA program is not active, then a CEPE credential will be recognized for this measure until such time as CABEC discontinues the CEPE credential and launches the new CEA credential.
VERIFICATION Documentation: The Rater will collect the following:
� A copy of the consultant’ s CEA certificate, or a screenshot of the consultant’ s CEA credential on the CABEC directory. The certification must be active when the CEC report was completed.
� The CEC report, signed by a CEA professional.
INTENT To increase the accuracy of a home’ s energy report through expert energy analysis.
PARTICIPATION IN UTILITY PROGRAM WITH THIRD-PARTY PLAN REVIEW
CRITERIA FOR QUALIFICATION

One point of credit is available for participation in an energy efficiency incentive program or a renewable energy program with a third-party plan review offered by a local utility.
The builder must submit an application for the utility incentive program that provides a third-party plan check review. The project must meet all application requirements as stated by the utility incentive program, and be approved for participation in the utility incentive program and successfully complete the program.
Implementation of all planned measures must be verified by a certified HERS Rater.
