Chapter 3 . Lighting
Zoning Zoning in the City of Smyrna within the Light MCA is shown on Figure 5 and the radiance values greater than 20 are shown on Figures 10 and 11 . The majority of Smyrna located within the Light MCA is zoned for residential uses , including high density , low density , and medium density , as shown in Table 4 . Zoning districts within the 20ā€40 radiance range largely consist of low density residential , which is located south of Dobbins ARB . Zoning and radiance values greater than 20 are shown on Figures 10 and 11 . Districts within the > 40 range comprise Commercial , High Density Residential , and Low Density Residential districts . Both Commercial and High Density Residential are prominent west of US 41 between Iā€285 and Windy Hill Road . The Commercial uses are also located on the intersection of SR 80 and Pat Mell Road as well as the southwest corner of the Iā€285 and Iā€75 intersection . Low Density Residential districts are also within this area as well as west of Atlanta Road between Pat Mell Road and Spring Street .
Relationship to Dobbins ARB and the Light MCA
The primary lighting concern within the Light MCA is the reflectivity of light , which is projected into the night sky as would be viewed by a pilot using NVG . GIS mapping of land use and light reflectivity confirms that the overall lighting conditions are poor within the Light MCA . Light pollution within the Light MCA is the greatest immediately surrounding the installation , but particularly along major roads , highways and intersections where higher density development has or is likely to occur . While these areas generate the greatest nighttime light pollution , they are also targeted for redevelopment through community improvement districts , master plans and livable centers initiatives , making them opportunities to reduce light pollution through replacement , retrofits and new lighting with a lower impact .
To preserve capability for nighttime training at Dobbins ARB , a mitigation analysis was conducted and is presented in the following chapter .
