4. Mitigation Analysis
Introduction
The mitigation analysis was designed to evaluate both on‐base and off‐base
lighting luminaires (also commonly referred to as fixtures) in the Light MCA.
The comprehensive analysis provides an understanding of the types of
mitigation strategies that would be appropriate within the Light MCA. The
analysis includes identification of light luminaires installed in the area for
specific uses, such as public rights‐of‐way, the identification of lighting
operators, and the responsible parties for maintenance of light luminaires. It
is also important to note several components of lighting, such as how much
light is emitted, the direction of the light emitter, the color of the light, and
control that can be installed on or within the luminaire that controls or limits
the amount of light emitted. Each of these components can be modified or
enhanced to ensure that lighting that is wasteful or perceived as glare can
be eliminated from the environment to mitigate light pollution.
Most of the exterior lighting uses antiquated technology and equipment as
shown in the following images. High pressure sodium (orange‐pink color)
lights are deployed throughout the base. There are several instances across
the base of unshielded lights and uncontrolled uplight. This lighting
approach is typical for government facilities constructed in the 1940s.
On-Base Observations
Dobbins ARB also uses an array of exterior lighting fixtures. The roads are
continuously lighted. Several open fields are illuminated with pole mounted
flood lights emitting uncontrolled uplight. Several facilities at the installation
such as the Lockheed Plant and other industrial facilities also produce
