Belgium joined the United States calling for a full exit as well . The Security Council later voted in mid-May to send 5,000 troops to Rwanda after reports of genocide spread , but the call to action was already too late .
Although those in power claim they did not have all the facts concerning the genocide , newly released archived discussions suggest the U . S . government and UN Security Council could and should have done more to ' prevent and respond to the Rwandan genocide ' ( End Genocide ).

It is now illegal to talk about ethnicity in Rwanda . The government says it is to prevent more bloodshed , but some say it prevents true reconciliation and is just putting a lid on tensions , which will only boil over in the future . .

The End to 100 Days
The RPF , backed by Uganda ' s army , gradually seized more territory and on July 4 , marched into the capital in Kigali , forcing some two million Hutus , both civilians and those involved in the genocide , to flee across the border to DR Congo ( at that time called Zaire ) - fearing revenge attacks . Although the killings were brought to a close , the Rwandan genocide is directly linked to two decades of unrest in DR Congo , which is estimated to have cost the lives of 5 million people .

The effect of the genocide , imposed upon Rwandans is immeasurable . It is estimated nearly 100,000 children were orphaned , abducted or abandoned . Twenty-six percent of Rwandans still suffer from post-traumatic stress disorder ( End Genocide ).
