NUCAFL Meets with Legislators to
LEVEL THE “BIDDING” FIELD
NUCA of Florida (NUCAFL) is taking the lead on legislation to equalize the public works and
road construction bid process when local governments self-perform work. On November 27,
NUCA of Florida President Jordan Lee and past-President Bill Lee, both with Utility Service
Company, met with Panhandle lawmakers to discuss the NUCA FL initiative. Accompanied by
NUCA FL lobbyists, the Lee’s met with Rep. Jayer Williamson (R-Pace), Kevin Brown, Senator
Doug Broxson’s (R-Pensacola) aide and pictured below, newly-elected Rep. Alex Andrade
(R-Pensacola). The legislation would level the “bidding” field by requiring local governments
to utilize general accounting principles
when calculating project costs and include
all labor, compensation benefits, equipment
and maintenance costs, insurance and
material costs when determining whether to
self-perform work that has a value of $300K
or less as allowed by statute—-the same
components as required of the private
sector. We will need NUCA FL members
to help with grassroots lobbying once we
secure our bill sponsors. Stay tuned!
