NUCA of Florida President Clark Cryer , Johnson Davis and Past-President Jordan Lee , Utility Service Company , presented the contractor ’ s perspective of how the current FDOT backfill requirements for 12-inch lifts in the pipe trench can work and that density can be achieved with today ’ s newer technology and improved compaction equipment that provides vibration intensity and better frequency . The FCPA presented how allowing thicker lifts sooner – beginning at the springline – works for concrete pipe based on its structural fundamentals and supporting national standards on the concrete pipe structural embedment . The goal of the meeting was to provide an option for contractors to demonstrate a 12 ” lift above the spring-line , keeping compaction testing and inspection requirements in place . By allowing the lift thickness change , contractors will be able to achieve a production rate increase , save money and realize a cost benefit to expedite
