where they believed that the city does do apprenticeships , but they were equating apprenticeships with co-ops , hiring teenagers ( Lifeguards for example ) and interns .
The sponsor , Councilman Viera , did say this is a work in progress that he wants ready for the January 14th City Council meeting , however this has now been postponed to February . For research , the city attorney ’ s office reached out to Riviera Beach , St . Pete , and Broward County , who have similar ordinances currently . Associated Builders and Contractors is currently suing St . Pete over their ordinance . Hillsborough County is also considering a similar ordinance .
Tampa City Attorney Gina Grimes explained that the bill is only for vertical construction at this time in order to give the city a starting place before they include horizontal , “ Walk before they run ”. She did make it clear that they plan to cover all construction eventually . During the workshop , Councilman Viera made the motion to put a provision in the proposed ordinance for a self-implementing timeline to include horizontal construction . with restricted curriculum or from a single source ” on public works projects . HB 53 by Rep . Nick Diceglie ( R-Largo ) also contains NUCA-proposed language that redefines “ Public works project ” to include any project that is “ paid for with state-appropriated or locally-appropriated , or any combination thereof ” funds . Currently , a public works project is not considered so unless it is 50 % funded by state-appropriated funds . This proposal will also make it harder to exclude licensed Underground Utility Contractors from bidding on projects that they are able to perform without a general contractor .
