the Ministries of External Affairs of Peru and India
Institutional Arrangements
The Cooperation Agreement between the Foreign Service
Institute of India and the Diplomatic Academy of Peru was
signed in Delhi on 26th May 1997, by the Ambassador of
Peru Carlos Higueras and the Dean of FSI, Dilip Lahiri. The
purpose of the agreement was the establishment of an active
exchange of information over programs, courses, seminars,
and publications.
Ten Peruvian diplomats have attended the Professional
Course for Foreign Diplomats in 1997, 2000, 2001, 2005,
2007, 2009, 2011, 2012, 2016 and 2018.
An Arrangement between India and Peru on gainful
occupation for family members of a diplomatic mission or
Consular Post, was signed in Lima, Peru on 20th June 2005,
by the Minister of Foreign Affairs of Peru, Manuel Rodriguez
Cuadros and by Ambassador Shashi Tripathi, Secretary (West)
of the Ministry of External Affairs of India. Its purpose is to
facilitate the engagement of such family members in a gainful
occupation in the receiving State.
MoU on consultations between the Ministries of
Foreign Affairs of Peru and India
An MoU on consultations between the Ministries of
Foreign Affairs of Peru and India was signed in Delhi on
26th May 1997, by Secretary, MEA, Lalit Mansingh and the
Ambassador of Peru to India, Carlos Higueras. The parties
agreed to hold regular consultations in order to review
all aspects of their bilateral relations and to undertake an
exchange of views on international affairs and interaction in
the international arena and on matters of mutual interest. The
meetings would be held at the level of Ministers and/or senior
offi cials according to mutual convenience and agreement.
Peru expressed support for India’s claim
to a permanent seat in an expanded
UNSC. Peru proposed the creation of a
Joint Commission between India and the
Andean Community of Nations (CAN).
First Round of Bilateral Foreign Offi ce Consultations.
The first round of Bilateral Foreign Office Level
Consultations was held in Lima during 7th-9th August 2000.
The Indian delegation was led by Shri R.S. Kalha, Secretary
(West), MEA, and the Peruvian delegation was led by
Ambassador Alberto Montagne, Under Secretary for Europe,
Africa, Asia and Oceania. Both sides had a useful exchange of
views on important bilateral and multilateral issues, notably the
containment of terrorism and the reform of the United Nations.
Peru participates in the Offi cers Course for Foreign Diplomats by the IFS
Institutional Mechanisms
The Secretary General and Vice Minister of Foreign
Affairs of Peru, Ambassador Alfonso Rivero, visited India
from 19th-21st March 1990, on the invitation of the Secretary,
Ministry of External Affairs of India. On this occasion, both
countries agreed to hold annual consultations, alternatively
in Delhi and Lima, at the Secretariat level, on regional,
international and bilateral issues of mutual interest. It was
decided that the fi rst consultation would be tentatively held
in Lima in 1991, on a mutually convenient date.
The First Consultation Meeting
It was held in Lima in July, 1993. The Indian delegation
was led by Salman Haider, Secretary (East) in the Ministry of
External Affairs of India and the Peruvian delegation was led
by Ambassador Jorge Voto Bernales Gatica, Director General
for Planning of the Ministry of Foreign Affairs.
Second Round of Bilateral Foreign Offi ce Consultations
The second round of Bilateral Foreign Office Level
Consultations took place in New Delhi on 18th February
2003. The Indian Delegation was led by Shri Shashank,
Secretary (EAA) and the Peruvian delegation was led by
Amb. Luzmila Zanabria Ishikawa, Under Secretary for Asia
and the Pacifi c Basin.
Third Round of Bilateral Foreign Offi ce Consultations
The third round of Bilateral Foreign Office Level
Consultations was held in June 2005, in Lima. The Peruvian
Delegation was led by Ambassador Martha Chavarri Dupuy,
Under Secretary for Asia and Pacifi c Basin in the Peruvian
Foreign Ministry. The Indian Delegation was led by Secretary
(West) Shashi Tripathi of the Ministry of Foreign Affairs of
India. Peru expressed support for India’s claim to a permanent
seat in an expanded UNSC. Peru proposed the creation of a
Joint Commission between India and the Andean Community
of Nations (CAN). Peru conveyed its interest in bilateral
cooperation in the fi elds of agriculture and defence.
