of China , India , Japan and South Korea 16 . Riyadh is also increasingly interested in investing abroad . It upgraded ties with India to that of “ strategic partner ,” a status that represents shared values , perceptions and approaches on matters of security concern 17 . There is an evident shift in India ’ s approach by trying to move beyond the buyer-seller relationship in the energy sector and laying emphasis on strengthening cooperation in political , security and defense matters 18 .
The Saudi-India dynamic is a layered cake , with many levels of agreement and disagreement . Both countries , nevertheless , have displayed a certain maturity and sagacity in their approach enabling them to set aside minor irritants and emphasize and concentrate on those areas where their broad interests coincided in the long run 19 .
