technology transfer. Conscious of both their
colonial histories, many Indian ventures
prioritise the empowerment of locals,
capacity building, knowledge sharing and
job creation. Notable projects include the
Indian African Diamond Institute, announced
in 2008, to be established in Botswana
by the Indian Diamond Institute Surat. In
2011, it was reported that an Apex Planning
Organisation (APO) and Apex Training
Organisation (ATO) for the Southern African
Development Community coal industry
will be established in Mozambique by Coal
India and India’s Central Mine Planning and
Design Institute. 18
Like China, India’s growing appetite
for natural resources to feed its fast-paced
economic growth is anticipated to increase its
demand for African commodities, providing
African states with a large market. Indian
companies, both private and state-controlled,
have already demonstrated a willingness to
invest in Africa for mining and exploration
activities, leading many market observers to
posit that India could be the next frontier for
African commodities.
