In 2011, it was reported that an Apex Planning Organisation (APO) and Apex Training Organisation (ATO) for the Southern African Development Community coal industry will be established in Mozambique by Coal India and India’s Central Mine Planning and Design Institute. 18 Like China, India’s growing appetite for natural resources to feed its fast-paced economic growth is anticipated to increase its demand for African commodities, providing African states with a large market.
