SHOCKING BUT TRUE! • 21 Departments have not mentioned their email addresses. • 11 Departments’ emails returned undelivered • Automated reply received from 3 different departments state department name as Art and Culture with same Director name. This is the outcome of a survey conducted by Goa RTI Forum recently T o get an insight into the responsiveness of the Goa Government websites, we at Goa RTI forum did an elaborate excercise. We emailed a letter to all the departments of Govt. of Goa mentioned in the portal http://www.goa.gov.in/. on April 9, 2013. Our letter reads as under: Please implement Right to Information act in letter and spirit. Specifically section 4 of RTI act 2005. As per section 4(b) of above act xi. the budget allocated to each of its agency, indicating the particulars of all plans, proposed expenditures and reports on disbursements made; xii. the manner of execution of subsidy programs, including the amounts allocated and the details of beneficiaries of such programs; xiii. particulars of recipients of concessions, permits or authorisations granted by it; xiv. details in respect of the information, available to or held by it, reduced in an electronic form; Please acknowledge and convey to us when above mention information is uploaded on you website. To our surprise and dismay the response in one of the supposedly best E-governed state was pathetic. (1) 21 Department have not mentioned their email address. (2) 11 Department’s email returned undelivered (2) 3 Automatic reply received from department in it....Art and Culture Department reply indicate (Prasad V. Lolayekar) as Director. We brought this state of affairs to the notice of the Chief minister of Goa and requested him to look into the matter and order all the department to upload all the information on their website as required under section 4 of RTI act 2005. But till date nothing much has changed , the status quo remains. State of Goa Government websites is still the same – un-updated, user unfriendly, search unfriendly with no accountable author
