DISCIPLINE SUMMARIES Undertaking Dr. Martin entered into an undertaking, by which, among other things, he has undertaken to resign his certificate of registration and not to apply or re-apply for registration as a physician to practise medicine in Ontario or any other jurisdiction. ORDER In light of Dr. Martin’s undertaking to resign, the Discipline Committee ordered a reprimand and pay- ment to the College for hearing costs in the amount of $6,000. SARAH LOUISE ELIZABETH MCARTHUR PRACTICE LOCATION: Brantford AREA OF PRACTICE: Family Medicine HEARING INFORMATION: Admission; Agreed Statement of Facts; Contested Penalty On September 17, 2018, the Discipline Committee found that Dr. McArthur committed an act of profes- sional misconduct, in that she has been found guilty of an offence relevant to her suitability to practise, in that she has engaged in an act or omission relevant to the practice of medicine that, having regard to all the circumstances, would reasonably be regarded by mem- bers as disgraceful, dishonourable or unprofessional, and in that she has contravened a term, condition or limitation on her certificate of registration. Dr. McArthur has not practised medicine since 2010 due to ongoing substance abuse issues, but has main- tained her certificate of registration. As a result of a 2009 College investigation into inappropriate prescribing, Dr. McArthur is subject to three undertakings with the College, including an undertaking not to prescribe narcotics and the requirement that she fulfill numerous terms and con- ditions before resuming practice. These undertakings remain in effect. PROFESSIONAL MISCONDUCT On December 10, 2014, at a criminal trial held in the Ontario Court of Justice, Dr. McArthur entered a guilty plea and was convicted of the following offences: uttering a forged document, theft, fraud, and possession of a controlled substance [hydromor- phone] for the purpose of trafficking. On April 27, 2016, Dr. McArthur was sentenced to a total of two years imprisonment to be followed by three years of probation. Following her release on parole on December 21, 2016, Dr. McArthur was re-incarcerated for a parole breach in February 2017, because she used a narcotic in violation of the terms of her parole. Dr. McArthur was eventually re-re- leased to the Recovery Centre on May 30, 2017. ORDER The Discipline Committee ordered a two-year sus- pension on Dr. McArther’s certificate of registration and a reprimand.
