government reached a tentative agreement dealing
with government funding for physician services and
changes to the physician fee schedule, among other
issues. The tPSA was to have a term of four years,
and would have replaced a previous agreement,
which terminated in 2014. The tPSA was endorsed
by the OMA’s Board, including by Dr. Virginia Wal-
ley, who was President of the OMA at the time. The
OMA promoted the agreement in the weeks leading
up to a general meeting, which took place on August
14, 2016. On August 14, 2016, the OMA member-
ship voted to reject the tPSA.
DR. TJANDRAWIDJAJA’S EMAIL
On July 30, 2016, OMA members received an email
providing information regarding an upcoming vote to
ratify the tPSA. The email encouraged members to vote
in favour of the agreement. It was sent from an email
address used by OMA staff to communicate publicly
about the tPSA, and was signed by Dr. Walley. On July
31, 2016, Dr. Tjandrawidjaja replied by sending the fol-
lowing email to Dr. Walley: “You are a turd.”
On August 8, 2016, Dr. Tjandrawidjaja sent the
following email directly to Dr. Walley’s personal
email address: “Virginia, how much are the liberals
bribing you? It will likely come out at some point.”
The emails sent by Dr. Tjandrawidjaja were viewed
by Dr. Walley as well as OMA staff who monitored
the tPSA email address.
DR. TJANDRAWIDJAJA’S RESPONSE DURING
INVESTIGATION
Dr. Tjandrawidjaja acknowledged the emails were
inappropriate, stating that he regretted sending them,
and indicating he wished to apologize to Dr. Walley,
among other things.
On November 2017, Dr. Tjandrawidjaja completed
4.5 hours of one-on-one professional communica-
tion coaching to develop skills related to professional
communication and collaboration with colleagues.
ORDER
The Committee directed that Dr. Tjandrawidjaja
be reprimanded and pay costs to the College in the
amount of $6,000.

At the conclusion of the hearing, Dr. Tjandrawidjaja
waived his right to an appeal and the Committee ad-
ministered the public reprimand.
DR. LESLIE CURTIS WRIGHT

On February 21, 2018, the Discipline Committee
found that Dr. Wright committed an act of profes-
sional misconduct, in that he engaged in conduct
unbecoming a physician.
Dr. Wright is a psychiatrist who practises in Toron-
to. He obtained his medical degree in 1993, com-
pleted his specialty training in psychiatry in 1998,
and obtained his certificate of independent practice
in Ontario on June 30, 1998.
In about 2012, Dr. Wright became particularly ac-
tive on social media sites, including Facebook groups
that touched on various social and political issues.
When posting messages in the online chat groups,
Dr. Wright identified himself as a psychiatrist who is
single and practising in the city of Toronto.
Beginning in 2012, Dr. Wright began, by various
online messaging routes, to systematically approach
and befriend women who were also followers of the
Facebook groups in which Dr. Wright participated,
or who were friends of the followers he befriended.
All of the women resided in the United States. After
establishing a connection, Dr. Wright would im-
mediately send numerous messages to the women.
In the messages, Dr. Wright referred to his status as
a psychiatrist in Ontario and discussed therapeutic
techniques and mental health issues in a general
manner. Dr. Wright then rapidly sexualized the
conversations, engaging in online sexual relationships
in a lewd manner. This included sending the women
naked pictures of himself, including his genitalia,
and encouraging them to send him naked pictures
of themselves, including their genitalia. He engaged
in repeated, explicit and graphic intimate and online
sexual behaviour with multiple women at the same
