DISCIPLINE SUMMARIES accusations of fraud towards her to the police after she quit her job as a result of the sexual harassment. • Dr. Sekhon engaged in sexual abuse of and dis- graceful, dishonourable and unprofessional conduct towards Patient F, who was also employed in his office. He made inappropriate comments and sent her a sexualized text message. • Dr. Sekhon engaged in disgraceful, dishonourable and unprofessional conduct towards Ms. G, a high school student who worked in his office. He made inappro- priate and sexualized comments to her and then fired her after she expressed concerns to the manager. • Dr. Sekhon engaged in sexual abuse and disgrace- ful, dishonourable and unprofessional conduct towards Patient H. This occurred in respect of a sexualized rectal examination and two breast exami- nations during which he fondled her breasts, and made sexualized comments. • Dr. Sekhon engaged in disgraceful, dishonourable and unprofessional conduct in relation to Ms. I, a woman with whom he had an occasional sexual relationship, and to whom he supplied Oxycontin. • Dr. Sekhon engaged in sexual abuse and disgrace- ful, dishonourable and unprofessional conduct towards Patient J. He fondled the patient’s buttocks at several medical appointments. • Dr. Sekhon engaged in disgraceful, dishonourable and unprofessional conduct in relation to Patient K. He suggested that Patient K seek to become a medical marijuana patient and sell off some of the marijuana, in order to split the proceeds with Dr. Sekhon. • Dr. Sekhon engaged in disgraceful, dishonourable and unprofessional conduct in consistently seek- ing to conceal his misconduct from the College, including by obstructing and interfering with the College’s investigation and prosecution. Among other things, he threatened witnesses and paid some witnesses to send letters to the College in which they recanted the information they had provided and accused the College investigator of misconduct. ORDER The Discipline Committee ordered: Dr. Sekhon’s certificate of registration be immediately revoked; a reprimand; reimbursement to the College for fund- ing provided to those patients in respect of whom this panel has found Dr. Sekhon to have engaged in sexual abuse by posting an irrevocable letter of credit in the amount of $80,300.00. DANIEL CHARLES SWEET PRACTICE LOCATION: Ottawa AREA OF PRACTICE: General Practice HEARING INFORMATION: Admission, Agreed Statement of Facts; Joint Submission on Penalty On July 14, 2017, the Discipline Committee found that Dr. Sweet committed an act of professional mis- conduct in that he failed to maintain the standard of practice of the profession and in that he engaged in conduct or an act or omission relevant to the practice of medicine that, having regard to all the circum- stances, would reasonably be regarded by members as disgraceful, dishonourable or unprofessional. Dr. Sweet received his certificate of registration authorizing independent practice in Ontario in June 1982 and was certified by the Royal College of Physicians and Surgeons of Canada as a specialist in anesthesiology in June 1989. Dr. Sweet transitioned from anesthesiology to general practice in 1994.
