Sexual abuse initiative What Council has previously proposed for legislative change In May 2015, Council recommended that the following amendments be made to the Regulated Health Professions Act to strengthen the legislative framework so that patients are better protected and supported. 1  Require mandatory revocation penalty for sexual contact between a physician and a patient; 2 E xpand mandatory revocation penalty for other specified acts of professional misconduct – such as being convicted of a criminal sexual offence or engaging in sexual impropriety with a patient under the age of 16;. 3  Expand circumstances in which patients have the right to provide victim impact statements to the Discipline Committee; 4 Increase the legal threshold for the production and disclosure of confidential records of patients and guarantee their standing on disclosure motions to ensure their voices are heard; 5
