DESIGN , CONSTRUCTION AND PRE-OCCUPATION
In line with the proposed Independent Construction Assessor ( ICA ) framework , Global ’ s Fire Scrutineer role has developed following the Hackitt Working Group Review and subsequently the implementation of the new Building Safety Act . This highlighted the need for specialists , such as fire engineers , fire scrutineers and auditors to complete inspections and provide support throughout the Golden Thread . Global are able to provide specialist knowledge and information on all areas of fire safety with your projects . This role is necessary to provide reassurance and prevent loss of life in the event of a fire once the building is occupied , ensuring our clients , their staff , residents and guests have the best chance of survival if disaster strikes .
The Fire Scrutineer role concentrates on the three gateways of a construction project : Design , Construction and Pre- Occupation .
At each gateway , Global provide a mixture of desk top analysis and site visits to ensure that all design and actual build details are compliant , installed correctly and of good workmanship . The Fire Scrutineer records and assesses all aspects of the fire safety of the project to show due diligence and provide evidential , auditable records for the O & M manuals , in line with Regulation 38 .
The scope is divided into 3 main stages , which are all aligned with the proposed 3 Gateways under the new Building Regulations . The below schedule is set out by Global as a recommended minimum requirement to ensure compliance with Building Regulations . Global offer their services through these stages , giving the client peace of mind that the appropriate steps are in place for full compliance .
Fire Scrutineer Stage 1 – Design Stage
This involves early engagement with architects and designers to review their specifications and fire strategies . This service is to help prevent issues and conflicts during the construction stage , with issues around compartmentation and compliance with selected manufacturers details and British standards .
Fire Scrutineer Stage 2 – Construction
During this stage of the Golden Thread , Global are involved in the construction phase of the new build or refurbishment . We complete regular inspections of workmanship to make sure the installations are completed in line with designers / architects details and installed as per manufacturers tested solutions .
Fire Scrutineer Stage 3 – Pre-occupation
The pre-occupation stage involves the review of all commissioning certificates . This is to ensure everything is signed off in time for pre-occupation FRA , along with all documentation required for Regulation 38 . This would be handed over to the Responsible Person after the building is complete .
