WINCHESTER CITY COUNCIL - WINNALL FLATS
A new affordable housing scheme for Winchester City Council at Winnall Flats is being delivered by Wates Residential .
The new development will form an extension to the existing Winnall Flats site on the outskirts of the city . This currently houses four apartment blocks comprising 156 homes of which around 25 have been sold as leasehold and the remainder are council owned , rented at social rents .
The new flats , which will be accredited to Passivhaus low energy building standard , will provide a total of 73 new flats in two new blocks and three new houses and will make an important contribution to making the activities of the Council carbon neutral by 2024 and for the District as a whole to be carbon neutral by 2030 .
Measures to minimise carbon emissions include the promotion of renewable energy and manage water effectively .
The scheme will be built to AECB standards which means the homes will be designed to have such a low heating demand , that there is no conventional heating system required . Using the AECB methodology also means that there will be a 41 % reduction of energy use and carbon emissions across the entire scheme .
A major feature of the scheme is the upgrading of the public open space around the existing four blocks on the site ( Braxton ,
Craddock , Dennett and Earle Houses ), by changing the previous car-dominated areas to a more people focussed environment – making it more pleasant to walk around the site . This will include a new community park which will include seating , areas to socialise , a play area for younger children and a food growing beds .
The scheme will provide a mix of 35 shared ownership and 41 rented homes and has been designed by T2 Architects and Ubu Landscape architects .
The new homes are being constructed by Wates Construction , who interestingly built the original flats on the site in the 1960s .
Wates Residential and Winchester City Council have made a joint pledge to provide additional education , employment and training opportunities for local people as part of their investment in the local area . This will include providing a boost to the Winchester economy by employing local businesses and creating job opportunities for local people .
The partners have also committed to providing at least ten work experience placements and five apprenticeship opportunities , in addition to working with local community
