ORKNEY SEEKS BIDS FOR £ 200M DEEP WATER QUAY

Orkney Islands Council is inviting bids for a £ 200m contract to design and build a deep water quay intended to support Scotland ’ s growing offshore wind industry .
Scapa Deep Water Quay will be located on the east side of Scapa Flow , one of the largest natural deep water harbours in Northern Europe .
To enable delivery of these and future projects , “ additional and suitable port capacity is needed in Scotland ”.
It will offer more than 600 metres of quayside on the coastline of Mainland , the largest Orkney island , with water depth between 15 and 20 metres .
The project will form part of phase one of the Orkney Harbours Masterplan , which was approved in 2020 and is set to comprise developments at five locations on Mainland . These also include an £ 80m logistics base at Hatston Pier .
A contract notice says part of the Scapa quay ’ s purpose will be to accommodate large vessels used in the offshore wind industry .
Procurement documents state that “ offshore wind is emerging as a key growth industry for Scotland and the UK ”, pointing to 20 ScotWind projects that agreed development rights last year as a “ key catalyst ”.
The council is seeking to appoint a main contractor to provide preconstruction services such as developing designs and cost estimates .
The local authority will then have the option to extend the contract to a second stage , which would include construction under either a design-and-build contract or a build-operatetransfer arrangement .
One possibility would be for the work to be carried out by a joint venture vehicle formed by the council and the successful tenderer .
The council expects to invite between three and five candidates to take part in a competitive dialogue process for the contract , after which it will invite final tenders to be submitted .
