loses would have to pay the opposing side's legal
fees. It also takes away the right of local govern-
ments to require new developments to provide
affordable housing and keep citizens from comment-

Home Rule or Lazy Legislation
In an age when people are growing more con-
scious of what they eat, with farm-to-table restau-
rants and do-it-yourself organic gardening, a bill that
would plow under local regulation of home-grown
vegetables has taken root in the Florida Senate.
The bill by Republican Sen. Rob Bradley of
Orange Park, had its third reading Thursday before
the Senate adjourned for the week. Its chance of get-
ting a full floor vote are good when the Senate recon-
venes in a week.
The floor discussion on the veggie bill was ripe for
puns.
