imperialists and their reformist agents , the revolutionary front of the world proletariat and the colonial peoples is growing stronger and wider every day .
But to ensure the victory of the Indian revolution , there is required a Communist Party of the proletariat , the leader and organiser of the toiling masses of our country . The building of a centralised , disciplined , united mass underground Communist Party is to-day the chief and basic task , long overdue , of the revolutionary movement for the emancipation of our country .
The CP of India declares with pride , that it considers itself a part of the organised world Communist movement , a section of the Communist International . The CP of India calls upon all advanced workers and revolutionaries devoted to the cause of the working-class to join the ranks of the Communist Party now being built , in order to fight to carry out the historic tasks of the Indian revolution . In the conditions of British supremacy and terrorism , the Communist Party can exist and develop only as an underground Party , applying and utilising all forms of legal and illegal activities to develop its mass struggle and to win the toiling masses for the fight for the democratic dictatorship of the working-class and the peasantry . The Communist Party of India sets up its Party organisations and groups in all towns and in all factories and workshops throughout the country .
The Communist Party of India organises the working-class and the basic masses of the peasantry under the banner of the Indian revolution . In spite of all the difficulties , sacrifices and partial defeats , in spite of all the attempts of the imperialists and the Indian bourgeoisie to separate the revolutionary movement of India from the international proletariat , the Communist Party will lead the struggle of the toiling masses to the complete overthrow of British rule and of the system of landlordism and serfdom in order thereafter , together with the world proletariat , to march forward in the struggle to set up a

International Human Rights Day in Patna

On 10 th December under the banner of Bihar PUCL , a public meeting has been organized at Buddha Memorial Park of Patna on the occasion of International Human Rights Day . In this meeting the challenges before human rights movement were seriously discussed . Nearly 150 civilians participated in this meeting . Nearly 20 people spoke in this meeting . A leaflet was released . Prof . Ananda Kishore working president of Bihar unit of PUCL , presided the meeting . Sarfraj Ahmed General Secretary , PUCL , conducted the meeting . All speakers condemned violating of human rights , slaughter of civil liberties and attacks on civil rights . They appealed public to fight against the repression . In a statement issued by united form of civil right , Bihar state , it is said that . Government is violations civil rights . In the reign of BJP attacks all increased on democrats , civil rights activists , intellectuals , journalists and progressive elements . Famous intellectuals were arrested and kept is jail for several years in Bhima- Koregao case .
In 2020 communal riots , Police filed cases against arrested social workers who are working for communal harmony instead of culprits who sponsored those riots . By doing this government unmasked itself . The meeting discussed and demanded action against attacks on dalits , minorities , adivasis and women , the attacks on journalists , filing cases and murdering some journalists also were mentioned in the document . In his presidential address Prof . Ananda Kishore condemned the attacks on human rights . He mentioned the killing of 14 civilians in Nagaland and questioned on the integrity of AFSPA . He said that PUCL is demanding the repeal of UAPA , Rashtriya Suraksha Kanon and Deshdroh Ke Kanon Acts . He said that all these acts are being misused by the authorities and the ruling classes ; hence those acts should be repealed .
