year it has limited the purchases to only 5 – 7 quintals. In Adilabad, CCI is purchasing 5 quintals per acre; in Yadgir, Karnataka, 7 – 8 quintals; and in Kurnool and surrounding areas, 7 quintals per acre. In reality, Telangana alone produced a total of 25 lakh tonnes of cotton. However, as of December 1, CCI managed to procure only 3.66 lakh metric tonnes.
In Telangana, Karnataka, Andhra Pradesh, and other regions, the late heavy rains caused extensive crop losses. According to preliminary estimates by the Telangana Agriculture Department, cotton crops in 1,51,707 acres have been damaged.
Another severe issue in CCI’ s regulations is the rule related to moisture content. After special inspections in Telangana and Yadgir district of Karnataka, the AIKMKS team learned that CCI’ s method of measuring moisture percentage is extremely flawed. CCI announced that it would purchase cotton only if the moisture content is between 8 % and 12 %, and anything above 12 % would be rejected. It turned away hundreds of farmers. Although the MSP of Rs. 8,110 per quintal is given for cotton with 8 % moisture, for every 1 % increase in moisture above 8 %, Rs. 80 is deducted per quintal. These rules are causing severe losses to farmers.
Due to the losses caused by the policies imposed by the central government and the CCI, farmers across the region have launched major protests. On November 22, hundreds of farmers staged a sitin protest on the Hyderabad – Nagpur National Highway near Boraj in Adilabad district. Frustrated with CCI policies in Telangana, 330 notified ginning mills went on strike from November 17 under the association’ s leadership. Procurement resumed on 28 th only

Every year, the central and state governments continue to impose losses on cotton farmers in one form or another. Adding to this, the rains this year caused severe damage to farmers. No compensation has been provided so far for the losses they suffered. Agricultural labourers, left without work, have already begun migrating to cities.
