“ Our practice is based on deeprooted parliamentary legalistic illusions and possibilities of peaceful development of our party and movement for a long period to come . We are unable to shake off the revisionist habits , thinking and the mode of functioning in all mass fronts and in party building .”
“ First and foremost reason ( for this stable of sad affairs ) is that even our leading cadre have not yet grasped the implications of our party being a party of the proletariat attempting to achieve people ’ s democratic revolution ”.
“ Our present day practice and functioning is based on constitutional illusions and is essentially oriented to elections from panchayat to parliament and taking up economic struggles without politicizing the masses .” ( emphasis is ours ).
With such a scathing criticism P . Sundarayya resigned for the leadership post of CPI ( M ) in 1975 itself .
The observations made by P . Sundarayya with regards the party organization of CPI ( M ) and its functioning proved to be correct and accurate . During the course of time CPI ( M ) became a party of constitutionalism exclusively attempting to achieve governmental power through the parliament and assembly elections . Achieving governmental power through parliamentary path became its main stay .
The talk of CPI ( M ) about ‘ peoples democratic state ’, mass and class struggles and movements is purely intended to make believe the people that still it is a communist and a revolutionary party and particularly to keep the people belonging to middleclasses in such an illusion .
The ‘ updated ’ party programme - 2020 of CPI ( M ) hails the virtues of the constitution of Indian Republic which was adopted in 1950 ( actually 22 prepared by the imperialists in 1935 itself ). Particularly the ‘ directive principles ’ of the constitution . ( 3.27 ). It recognizes the universal voting system , parliament , state assemblies as useful instruments to the people in their struggles to protect democracy and their rights . It describes the present day parliamentary system , to be a form of bourgeoisie rule , but as an alternate form for the progress of people . ( 5.22 ). It insists that protecting parliamentary and democratic institutions from the attacks of authoritarianism and using them skillfully for the interests of people is of utmost importance ( 5.23 emphasis is ours ). It also states that “... it is becoming clear that building of socialism and communism cannot be achieved under the leadership of the big bourgeoisie and the present day bourgeoisie and landlord state and government . ( 6.2 emphasis is ours ) implying that the state and government under the leadership will bring about socialism and communism . It affirms that “ The CPI ( M ) will endeavour to achieve the arrangement of people ’ s democratic system and socialist transformation though peaceful means . Working-class and its allies will strive to overcome the resistance of reactionary forces and achieve this transformation through peaceful means ( 7.18 emphasis is ours ). The ‘ updated ’ party programme concludes that “ in order to change the composition of the strength of class forces and to build people ’ s democratic front , CPI ( M ) will take forward the task of mobilizing ” ( 8.9 ).
Thus the ‘ updated ’ party programme has clearly and categorically defined its path and goal to be parliamentary leading to attain governmental power . Despite high talk about people ’ s democratic revolution , socialism , communism , mass and class movements , the updated programme is nothing but a programme of a constitutional petty bourgeoisie parliamentary party ; with communistic pretentions . Such has been the ideological bankruptcy of
CPI ( M ) - a glaring example of the neorevisionism of 21 st century variety .
That is why the CPI ( M ) in its 23 rd Congress adopted the resolutions to the effect “... to come together with over insisting that ” it is the ‘ patriotic duty ’ of these forces . It adopted the resolution “ to take up the major task of ensuring the main poll narrative shifts from communally polarizing on to the real issues of livelihood and social issues during the elections ” as explained by Sitaram Yechuri , the reelected general secretary of CPI ( M ). With the exclusive intersects of electoral success only the CPI ( M ) concentrated in revitalizing and strengthening the party besides resolving to build a so-called front of Left and secular democratic forces . The sole purpose and goal is the winning of elections and entering into governmental power . When it came to the question of joining hand with Congress Party in elections , CPI ( M ) Congress conveniently made the opportunistic decision of so-called state wide understanding with involving other parties . Thus it has satisfied the West Bengal line of joining hands with Congress Party in state elections to fight with Trinamul Congress at the same time satisfying the Kerala party that had to contest and fight with Congress Party in elections .

Now CPI ( M ) has taken the LDF government as a model for the party and decided to take it to the rest of the country . But then , the party membership in Kerala is largely of middle class , and the LDF government is working mostly for the aspirations of the middle class than for the commitments to working class and toiling masses . While CPI ( M ) is posing as the champion of antiprivatization in the country , the ‘ New Kerala ’ document of Kerala Party calls for private investment in health and education . While CPI ( M ) in Maharashtra is fighting against bullet train project , in Kerala it is obstinately pushing the semi-high speed rail project ( silver line project ). The 23 rd Congress
