He led the COVID-19 : Housing market impacts and housing policy responses – an international review project , encompassing Australia and seven other countries . The study , part of UNSW ’ s Poverty and Inequality Partnership with the Australian Council of Social Services ( ACOSS ), gauged dramatic global housing market impacts and far-reaching policy responses . Unprecedented interventions , including rental eviction moratoriums , emergency housing for homeless people , and government-supported mortgage payment deferrals , proved successful in avoiding housing market disorder , mass insecurity and homelessness . By and large , however , the crisis failed to stimulate longer term Australian housing reform , long overdue following decades of policy stasis .
One important ongoing strand of Hal Pawson ’ s research collates quantitative and qualitative evidence to expose Australia ’ s homelessness crisis . The third edition of his biannual Australian Homelessness Monitor ( AHM ) series was published in 2022 . AHM purpose and scope draw on the UK Homelessness Monitor series Professor Pawson co-founded with Heriot Watt ’ s Professor Suzanne Fitzpatrick in 2010 , to which he continues to contribute .

As the 2022 Productivity Commission report rightly argued , governments can only tackle rising homelessness by addressing structural factors that lead to housing unaffordability . Emergency pandemic measures demonstrated surprisingly decisive and purposeful official action to address immediate housing-related challenges . What we now need is commitment to tackle the deeply embedded flaws in Australia ’ s housing system that have been for far too long ignored , Hal Pawson says .
