supervision in youth probation , community-based supervision of young people who offend , challenging pro-criminal attitudes and behaviours in young people who offend , and rehabilitation .
She partnered with Monash University , Swinburne University of Technology and Youth Justice NSW on a training program and best-practice model for youth detention supervision . The program develops custodial officers ’ interpersonal and behaviour management skills through specialist training , strengths-based coaching and on-the-job supervision . It promotes positive staff-young person relationships , balancing care and control responsibilities , to increase the potential for rehabilitation .
Researchers interviewed young people and youth officers prior to and post-training to assess changes in a site ’ s culture and its potential impact on health , well-being and rehabilitative outcomes . The training , trialled at three NSW youth justice sites , reduced incidences of isolation , swearing and assault , improved safety and promoted a more supportive culture . It has the potential to improve outcomes for young people in custody , including reducing rates of recidivism .

These young people are amongst our most vulnerable people in the state . The training directly addresses workplace cultures in juvenile detention that have historically prioritised security measures over more holistic responses . We need to move away from ‘ get tough ’ approaches to create a positive and secure environment that gives these young people the best chance of rehabilitation , says Phillipa Evans .
