DEVELOPMENT Core Policy Promote and deliver sustainable harbour development policies to safeguard existing and support new business, services, investment and employment. Strategic Plan Objectives Port Master Plan: Consult stakeholders, including the Isle of Wight Council on the requirement, principles and objectives of a Port Master Plan and agree its remit, content and deliverables. 2018 Due to the current and ongoing situation in the Medina Valley with development plans for Venture Quays, Medina Yard and Kingston Marine Park all still under review, the Commissioners considered it appropriate to re-schedule the development of the Port Master Plan. The Commissioners will review the issue again in 2018 to determine the appropriate start and target completion date. Sustainable dredging management plan: Consult, develop and deliver a new cost-effective Medina Estuary Sustainable Maintenance Dredging Management Plan in partnership with stakeholders. 2016-2017 In February 2018, CHC’s independent sedimentation consultant Dr Rob Nunny completed his report on the two-year sediment monitoring results post Cowes Breakwater completion. CHC also commissioned Dr Rob Nunny to advise and write a discussion document and options on Sustainable Sedimentation Management and Maintenance Dredging needs in the Medina Estuary, that was published in May this year. This plan is currently being discussed with the dredging stakeholders to consider the best options to carry out maintence dredging in an environmental and cost effective manner. Shrape Breakwater: Carry out a condition survey and allow for remedial repair costs in CHC’s rolling 5 year Financial Capital and Maintenance Budget Plan. 2016 This has been completed. Eastern Channel and Shrape Breakwater extension: Work with the government’s Homes and Communities Agency (HCA) and their preferred development partner to complete the construction and delivery. 2017 CHC is still awaiting a fi nal investment decision from the HCA, now Homes England, and their development partner for the East Cowes and Victoria Quay marina project. CHC has requested fi nal confi rmation from Homes England on the East Cowes investment and delivery by the end of July 2018. CHC will then be in a position to confi rm the situation on delivery of both the Eastern Channel and Shrape extension. Inner Harbour moorings review: Review and reallocate Inner Harbour moorings to accommodate construction of proposed HCA-led Victoria Marina, prioritising day class yachts for the Inner Harbour and the reallocation of cruiser class yachts to alternative river moorings. 2016-2017 CHC’s position is as stated above, in that the Commission is waiting for Homes England’s decision on the East Cowes investment delivery. 18 cowesharbourcommission.co.uk /cowesharbourcommission @cowesharbour
