Impact: Major County Provisions of Rebuild Alabama Act
Counties receive 25% of revenue collected from the 10-cent increase in gasoline and diesel fuel taxes.
Counties can only spend the new revenue on:
•
maintenance, improvement, replacement and construction of roads and bridges;
•
matching funds for federal projects;
•
payment of debt (not to exceed 50%);
•
joint projects with counties and/or municipalities.
Counties save time and stretch public dollars by swapping their net federal funds ($460,352/county)
for state funds ($400,000) for use on bridges
and county roads classified as minor collectors
and above.

Counties can participate in a $10-million a year
local government grant program to receive funding
for any classified system of roads and bridges.
Counties can participate in a pay-as-you-go
ATRIP-II program, funded annually with $30 million
- $50 million, to receive funding for local roads
and bridges essential to the State-maintained
highway system.
