On 29 December 2022 , President Biden signed into US law the Consolidated Appropriations Act 2023 , which includes the Modernization of Cosmetics Regulation Act ( MoCRA ). This long-awaited , historic legislation gives the US Food and Drug Administration ( FDA ) additional tools to ensure the safety of cosmetics and to protect public health , reinforcing consumer confidence in the products they trust and enjoy every day . MoCRA also brings the FDA ’ s oversight of the beauty and personal care sector more in line with other categories the Agency regulates and contributes to global regulatory alignment .
The recent enactment of MoCRA heralds new requirements in the US for cosmetic & personal care companies . While many of these new requirements do not take effect immediately , companies should start taking action now to be prepared .
To better understand what your company can do to prepare for MoCRA , the US Personal Care Products Council will explain the key concepts and requirements of the new regulations , FDA ’ s ongoing implementation and the work that PCPC is doing .
