Delicate balancing act between
national and county government interests

enya has found itself between a rock and a hard place over the ongoing implementation of devolved system of government as a rift between national government and Governors widens. It is a delicate balancing act between national government led by President Uhuru Kenyatta and Governors Council interests as county government take charge of key responsibilities, which have disrupted state operations, among them payroll system in civil service. Analysts and professionals reckon that Kenya is a unitary state and transfer of some factions could further marginalise some regions that have been trapped in poverty for decades Some experts have also warned that the continued push for transfer of crucial functions could deprive Kenya of its unitary status in favour of federal system of the government.

The Transition Authority (TA), the body charged with facilitating set up of county government admitted that some counties lack capacity to handle some functions that the Governors Council has been advocating. The authority says the functions were hurriedly transferred to county before assessing their capacity.
While governors want resources and functions devolved to the counties as President Uhuru Kenyatta directed earlier, the national government says some projects under implementation cannot be transferred overnight.”
