Cool Springs Multimodal Transportation Study JUN_2015_Final Cool_Springs_Report | Page 8

Medium Term Recommendations The medium-term recommendations build on the short term recommendations and focus on regional connectivity. With a robust local multimodal system now in place, an express bus network is envisioned to better connect Cool Springs with surrounding areas. Peak hour routes from Nashville, Spring Hill/ Columbia, Murfreesboro, and Antioch would connect to whichever local transit option was chosen at a new Transit Center to be located east of I-65 in a location to be defined. The Transit Center would serve multimodal connections, allowing express and local bus riders to connect with vanpools, airport shuttles, carsharing and bikesharing stations, and intercity bus lines. Other infrastructure improvements include adding Transit Signal Priority (TSP) to intersections within the Cool Springs study area, and equipping buses with Automatic Vehicle Locator (AVL) technology with the ability to be accessed by the public. Bike and pedestrian enhancements would focus on connecting Cool Springs with the rest of Franklin, especially Downtown, and with the rest of the region. Long Term Recommendations Long-term, the Cool Springs Multimodal Transportation Network Study recommends converting the express route buses to run all day and on weekends instead of just in the peak times, and for a light rail or bus rapid transit (BRT) line to be established to connect Franklin with Nashville. In addition, for better access, the report proposes pedestrian bridges across I-65 to bridge both sides of the Interstate. Evaluation Criteria An evaluation matrix for the three local transit options, along with detailed cost breakdowns of the pedestrian, bicycle, and transit improvements proposed in each stage is included in this report. The cost breakdowns include both capital and operating costs, and make a distinction between ongoing and startup costs of the system. The report concludes with a compendium of current and innovative funding options that could be used to fund the recommendations included in the report. 2 Cool Springs | Multimodal Transportation Network Study
