Stockton was selected by the California
Air Resource Board as one of the com-
munities for implementation of Assembly
Bill 617, a community-focused strategy to
reduce air pollution and improve public
health. It was signed in 2017 by former
Gov. Jerry Brown, and Karen Magliano,
division chief of CARB’s Office of Com-
munity Air Protection, says $25 million
is authorized in funding for the program
to provide assistance with training and
workshops. “CARB selects small com-
munities each year focusing on commu-
nity-level plans and air monitoring,” she
says. “When the Legislature authorized
AB 617 funding, two community air grants
were awarded to Stockton.” These local
organizations include Catholic Charities
Diocese of Stockton and Little Manila
Rising. A community effort involves
residents, businesses and key stakehold-
ers to create a committee and provide
resources about air pollutants and how
to reduce them. “We focus our efforts to
reduce air pollution in these communi-
ties. We work together on air monitoring
plans, offering technology and solutions,”

organizations to gather data from central
and south Stockton in 2019. A roadmap
focused on key goals, including health,
energy, safety, parks, waste, water and
transportation. By identifying areas in
the city and providing ideas, the plan
outlines how funding can assist in main-
taining cleaner transportation, improving
local parks, growing community agricul-
ture, and educating the community on
water and waste management.
