Flood-Proofing Considerations for Associations

More and more, the question arises among community associations whether flood-proofing should be included in reserve studies. The answer is definitely yes, because flood-proofing techniques can be significant capital expenses. Do the flood proofing components pass the four-point-test of reserves?
1. It must be a common area maintenance responsibility 2. It must have a limited useful life 3. It must have predictable remaining useful life 4. It must be above a minimum threshold cost of significance
