Transition Council
The Transition Council met on November 26 & 27, 2025. Replays from discussions are available at cvo. org / Council. The Transition Council meets again in March. The public is welcome to watch Council proceedings via the livestream; please contact the College if you plan to attend in-person. The Transition Council considered the following items at its November meeting.
CVPO By-Laws
The Transition Council continued its work drafting the By-Laws which will guide the College of Veterinary Professionals of Ontario( CVPO).
Since June, the Transition Council has been reviewing various aspects of the draft By-Laws. Replays from these meetings are available on the College website. Following a robust discussion, the Transition Council made amendments and approved the CVPO draft By-Laws for a 60-day public consultation, which will begin early in 2026.
By-Laws lay the foundation for how an organization functions. The CVPO draft By-Laws include sections which detail:
• qualifications to serve on Council
• the role of the Nominations Committee
• number of veterinarian and veterinary technician members on Council
• Code of Conduct for Council and committee members
• composition of committees
• financial administration
• duties of the Registrar
• information members provide to the College during licence renewal
• member information that is published in the register
• requirement for professional liability insurance coverage
• licensure and accreditation fees
• professional corporations
Jurisprudence Requirements
The Transition Council discussed jurisprudence options, one of the licensing requirements. Jurisprudence knowledge is currently assessed through a three-hour exam consisting of 110 questions. Transition Council considered continuing with a jurisprudence exam, removing the exam, or introducing a jurisprudence learning module with knowledge testing questions. Following discussion, the Transition Council directed staff to move forward with developing an online learning module, with testing questions.
Council Remuneration
The Transition Council discussed the per diem rate that is provided to profession-based members. The current per diem is $ 600 per day, which has been in place since 2021. Following discussion, which focused on the impact an increase would potentially have on licence fees, the Transition Council decided to maintain the current per diem.
