Transition Council continues work on policy documents
The Transition Council met on June 4 & 17, 2026. Replays from discussions are available at cvo. org / Council. The Transition Council meets next in August. Proclamation timeline
The Transition Council discussed the timeline of moving towards the College of Veterinary Professionals of Ontario( CVPO). Currently, the College expects the provincial government will be holding a consultation on the regulations to support the Veterinary Professionals Act, sometime this winter. Once the regulations are finalized, a proclamation date will be determined. The current estimate to become the CVPO is fall 2027.
Supervision and Provisional Licensure
The Transition Council revisited its regulatory concept on licensure to discuss supervision requirements concerning veterinary technician member’ s provisional licence subclass. The discussion focused on whether veterinary technician members with a general licence could supervise provisional veterinary technician members. Transition Council decided to proceed with the regulatory concept for licensure. Provisional licence holders, including veterinary technicians, would be required to have a veterinarian member as a supervisor.
Under the Care of
The Transition Council discussed a shift to“ under the care of” language to describe members’ obligations before providing veterinary services. Currently, there is confusion around the veterinarian-client-patient relationship( VCPR) in regulation and the use of the VCPR concept in policy. The Transition Council supported the shift in terminology to“ under the care of” in a new professional practice standard.
Informed Client Consent
In developing standards for informed client consent, the Transition Council decided expectations for obtaining informed client consent would apply to both members, veterinarians and veterinary technicians. Further, existing definitions and expectations would continue with modifications to include both types of members.
After-hours
The Transition Council reviewed a draft professional practice standard on after-hours veterinary care. Transition Council provided feedback on the draft and will continue work on the new standard.
Licensure Policies
The Transition Council is beginning its review of licensure policies needed to support implementation of the licensure program. Transition Council reviewed a policy related to the recognition of veterinary education programs. Regulations are expected to confirm an applicant must have graduated from an education program, approved by Council, specifically designed to prepare individuals as veterinarians or veterinary technicians. The Transition Council directed staff to develop a new policy recognizing education programs for veterinary technicians.
