DESTRUCTION OF NARCOTICS
According to the Office of Controlled Substances, veterinarians no longer require permission from Health Canada for the local destruction of unserviceable narcotics and controlled drugs.
The College’ s Professional Practice Standard- Management and Disposal of Controlled Drugs outlines practice expectations related to the management of controlled drugs, including disposal.
With respect to appropriate record keeping and destruction, Health Canada recommends:
• Before destruction, recording the name, strength per unit and quantity of the controlled substance being destroyed, and the destruction date
• Destroying the drugs in the presence of another health professional; both witnesses should record their names and destruction date on a statement indicating they witnessed the destruction
• Destroying the controlled substance using a method of destruction that conforms with applicable federal, provincial and municipal environmental legislation; the controlled substance should be denatured to such an extent as to make it impossible to consume
• If a veterinarian wishes to not destroy controlled substances on site, an exemption under section 56 of the Controlled Drugs and Substances Act may permit the veterinarian to sell or provide these substances to a licensed dealer who is licensed to destroy narcotics and controlled drugs.
