By-Law work focuses on fees, discipline
The Transition Council is now working on By-Laws, which will come into effect with the College of Veterinary Professionals of Ontario( CVPO). At its fall meeting, the Transition Council’ s work on By-Laws focused on Council, Committees, the Register, discipline tribunals, and fees. The Transition Council provided feedback in the following areas:
Discipline tribunals
The Transition Council considered a future model for disciplinary tribunals, with consensus on pursuing implementation of an independent, third-party body to administer hearings. The College uses a just culture approach to manage serious concerns about veterinary professionals.
Fees
All fees are outlined in By-Laws, with the majority of College revenue coming from licensing fees. The Transition Council considered budget scenarios for three years of the new CVPO. Four proposed fee options were considered.
Following discussion, the Transition Council reached consensus on a proposed licensure fee of $ 1,200 for veterinarians and $ 300 for veterinary technicians for inclusion in the proposed CVPO By-Laws.
In other work on the CVPO By-Laws, the Transition Council discussed Council composition which included qualifications for veterinary and veterinary technician members.
As well, the Transition Council considered the information about licensed members and facilities that is available to the public on the Register. Transition Council provided feedback on several items, including cautions and specified continuing education or remedial programs( SCERPS), findings of professional negligence or malpractice, criminal charges, licensure in another jurisdiction, disciplinary findings by another regulator, licence numbers, and ownership of an accredited facility. The draft full set of By-Laws will be reviewed in the fall before a public consultation.
