National ports inspected for ozone depleting substances

Compliance monitoring of ozone depleting substances took place at all national sea ports last year.

Last year, the Department of Environmental Affairs( DEA), in collaboration with customs and the International Trade Administration Commission( ITAC), embarked on joint physical inspections at all national sea ports of entries and at various importing and exporting companies.

The main target was consignments that contain refrigerants that are ozone depleting substances( ODSs) and their alternatives( such as hydrofluorocarbons). This initiative was subsequently followed by site inspections at the premises of companies that import and / or export these type of refrigerants, in a bid to promote compliance with the DEA regulations regarding the phasing out and management of ODSs and associated regulations.

The joint inspection at various ports was a follow-up on the customs and environmental inspectors’ training on ODSs conducted between 2014 and 2016 at all South African Revenue Service( SARS) sea ports of entries and land borders. The training was aimed at strengthening the control and management of trade of ODSs and other related refrigerants. Officials were also trained on the use of refrigerant portable identifiers and the tariff heading quick tool document. The refrigerant identifiers were provided at all sea ports and land borders to enable inspectors to use it whenever necessary. The joint inspections, among other things, also intended to ensure that any illegal trade, which may include importing without permits, smuggling, misdeclaration and / or mislabelling of ODSs and non-ODS refrigerants( that is, replacements of ODSs),

be dealt with according to the prevailing law in South Africa.
Various companies that import and export ODSs within Cape Town, Port Elizabeth, and East London were also visited to promote compliance with legislation that govern the use and trade of these substances.
The Chemicals Management National Ozone Unit will further coordinate this during the 2018 / 19 financial year at various land borders to strengthen the management and control mechanisms in the trade of refrigerants. CLA
