Each commission kicked off with two brief presentations, after which the floor was opened for the conversation with the stakeholders to get under way. The first commission tackled the topic of HFC management and was facilitated by Phindile Mangwana of DEA. Teboho Sebego of DEA was first to present briefly on the topic of the “Kigali Amendment and the socio-economic impact of the phase down of HFCs in South Africa”. He too touched on the background of the MP and the phase out/down. He spoke on South Africa’s control mechanisms and listed various HFC and HCFC alternatives. Sebego showed some figures representing the country’s HFC exports from 2007 to 2014 before going into the pros and cons of starting an early phase down of HFCs, making it clear that it would be beneficial to ratify the Kigali Amendment timeously. “A late start could significantly shock the industry,” said Sebego. Not to mention the risk that the donor funding and support is rapidly decreasing. He concluded by looking at opportunities and the way forward. “There is commitment at all government levels to start early and the Kigali Amendment is currently before Parliament for tabling by the minister once we get a slot,” he explained. “We commit to continue engaging industry more and to raise awareness to promote inclusiveness,” said Sebego. “Government reiterates its commitment to protect and defend industry interests whilst contributing to global efforts on the phasing down of HFCs.” Questions followed from the floor about current figures of HFC imports and the Cape Town From left: Milan Demko (UNIDO); Obed Baloyi (DEA); and Maria Makarova (UNIDO).
