A comprehensive transportation plan will begin to address community concerns around: • Water supply protection. • Traffic flow efficiency. • Pedestrian safety. • Increasing use of non-motorized transportation alternatives. The most effective transportation plans include: 99 • A snapshot of existing conditions, including a SWOT analysis. • An environmental scan that focuses on supply and demand aspects of current and potential transportation corridors, e.g. population forecasts, employment and industrial growth trends, etc. • Identifying the current and projected transportation needs for both the community and the surrounding region. • An evaluation and prioritization of potential projects. • Long and short range development plans. • A pro forma financial plan for selected projects. • An implementation plan that includes objectives, key milestones, resources required, project leads, and suggested methods to monitor progress. 7.3.1 Improve Highway 11 Assets Highway 11 is a major asset for Cochrane and the community can undertake efforts to increase the amenities and services along this well-travelled corridor, enhance the marketing and appearance of the area to encourage both truck and passenger vehicles to stop in the community. 98 Ontario Federation of Agriculture.
