As I was walking down the streets of the cold snowy Town center, I witnessed an unacceptable scene. A penguin was caught spraying water on SOMEONE ELSE'S pet puffle. How awful! It's one thing to spray your own puffle, but someone else's? I'm pretty sure that was against the law a few years ago, but that seems to have changed.
