ACKNOWLEDGEMENTS
This manuscript represents a way-point, not an
end-point—in my professional service journey as a
U.S. Army Engineer officer. Just as throughout the
many years prior, I benefited from the support of many
during this “sabbatical” year of professional education
and research at the U.S. Army War College. As has
been the case for the past 18 years, first-most among
those supporters has been my wife Amy to whom I
owe much gratitude. Likewise, my children Andrew
and Katie who understood that many weekend days
Dad would be pulling “duty” in Carlisle’s Root Hall
Library vice engaging in other leisure pursuits.
My thanks also goes to my War College Strategic
Research Paper advisor Ms. Carol Horning who provided much assistance in our working towards a research topic that would help me gain knowledge [and
aspirationally add to the established knowledge] on
the Joint, Interagency community at work within the
Development arena in the South Atlantic region where
I’ll soon be posted with our Army Corps of Engineers.
For fulfilling specific “second reader” duties and
being a trusted formal and informal faculty advisor
throughout the War College year, thanks to Colonel
