If you're creating a new website, and don't want to be associated with the old one, I'd strongly
recommend really making a *new* website and not just moving the content to a different domain. You
don't need to wait for anything in a case like this -- it's fine to remove (or block) the old website, and to
create a really new one elsewhere at the same time.

The first aim would be to get rid of these links. Unless these links are removed, it would not be possible
to achieve the best of rankings and traffic. Start working on the link removal process by contacting the
website owners. Since this is a tedious process, it will take at least 2 to 3 months.
Once you are sure that you have removed as much backlinks as you can, start with the disavow process.
This will take a week at least.
Once the disavow process is complete, submit a reconsideration request to Google.
Track the progress of the campaign for another couple of months. If you feel that the rankings have
satisfactorily improved after couple of months, slowly start with the SEO activities.
However, if you think that there has been no improvement at all, we highly recommend optimizing a new
domain for SEO.
Of course, it is not always this black and white and the specific situation might change the solution.
