assume all ICs will simply be made employees under this rule . Meade pointed out that CLDA has surveyed the members and found that a significant number will be forced to shut down their businesses if this rule goes into effect . Meade pointed out the impact those closures would have on the Treasury . Finally , he reminded legislators that many ICs do not want to become employees and will refuse to do so .
The only question CLDA received was from the Department of Labor staff questioning the CLDA ’ s assertion that businesses would have to close under the rule . The interpretation from the CLDA representatives was that the Department of Labor staffers were being defensive , believing their rule would not completely alter the IC relationships .
